An incident can be either a suspected or a confirmed release of regulated substances to the environment. A suspected release is anything other than a “pass” result from any method of release detection plus any other condition as described in Section 701 of 20.5.6 NMAC. Owners and operators are required to report such incidents to the Petroleum Storage Tank Bureau within 24 hours of discovery.
