The weight form is stored electronically. Before a flight, the pilot is obliged to do a proper pre-flight checklist including filling in the weight record. This is according the FAA Approved Balloon Flight Manual for US operations in accordance with FAR 21.29.
The checklist includes maximum take off weight, the weight of the cylinders including gas, burner, basket, balloon pilot, and passengers etc. Weight limits are unique for each balloon: The size of the balloon and the inclusion of standard equipment (i.e. propane tanks filled, basket, etc) will yield a "not to exceed" weight that can be included. Since the lift is determined by the buoyancy of the air, air temperature and pressure must be factored into the equation. Time of the day is also impacting as all ballooning is confined to the hours just after sunrise and just before sunset.
