An unauthorized municipal solid waste site is one where the collection, storage, transportation, processing, or disposal of municipal solid waste (MSW) is performed without permits.

Unauthorized sites include the use or operation of a solid waste facility to store, process, or dispose of solid waste, or to extract materials under Texas Health and Safety Code, in violation of the Texas Health and Safety Code, or any regulations, rules, permit, license, or the order of the commission. Not only are unauthorized MSW sites illegal, but they can also be unsafe and environmentally devastating. Waste that is improperly stored or disposed of can release air contaminants, impact groundwater, and more. A disposal facility that is taking in municipal solid waste unlawfully is essentially operating an illegal dumping site.
