Summary of the Brownfields Assessment and Cleanup Grant Guidelines

The Brownfields Utilization, Investment and Local Development (BUILD) Act was enacted in March 2018 as part of the FY 2018 Consolidated Appropriations Act. The BUILD Act reauthorized EPA’s Brownfields Program and made changes that affect the grant programs, and ownership and CERCLA liability. Program changes include Expanded eligibility for nonprofit organizations that are 501(c)(3) and certain limited liability corporations to receive Assessment and RLF Grants. Increased funding for Cleanup Grants from up to $200,00 per site to up to $500,000 per site. Established a Multipurpose Grant for brownfields planning, inventory, characterization, and remediation activities; up to $800,000 per grant. Added new statutory evaluation criteria - the extent to which the grant will: address a site adjacent to the body of water or in a federally-designated flood plain, facilitate location of a facility generating renewable electricity from wind/solar/geothermal, or any energy efficiency improvement project at a brownfield site. Removed Administrative Cost Prohibition; recipients may use up to 5% of the amount of EPA funding on administrative costs. Applicants applying for a Multipurpose Grant are not eligible to apply for an Assessment Grant or Cleanup Grant in the same competition year.
