Given the nature of their disorder, they are most likely living in unsafe and unsanitary conditions. The Uniform Inspection Checklist - Hoarding Excessive Clutter app should be used by an inspector, social worker, family member, mental health professional, or other healthcare provider/caregiver. to help ensure that compulsive hoarders are, at the very least, living in the safest conditions possible, given their diagnosis, and that they are not living in unsanitary conditions. The app will focus on three categories - Harm Reduction Targets, Primary Inspection Targets that an inspector can access, and Health and Safety Targets. Harm Reduction Targets include access to egresses, unobstructed pathways, and staircases in the home, and access to heat sources that are unobstructed. Primary Inspection Targets are areas of the home that must be accessible to an inspector, such as windows, outlets, and plumbing fixtures. General Health and Safety Targets include things that might make the patient sick or safety issues that will put them at risk. For example, pest infestations can occur when food is left out and there is not a pest control plan in place. Piles of stacked or hoarded items can get so tall that there is a risk the pile might fall, causing an "avalanche" and injuring the patient. Frayed wiring can be a fire risk. This app may not encourage people with a hoarding problem to seek help, but it may be the first step in hoarding cleanup. The list can be used to get the hoarder into a safe situation.
